GIS Analyst
The City of Avon Park is accepting applications for a full-time GIS Analyst

POSITION FUNCTION:
Under the direction of the Director of Infrastructure, performs duties necessary to support the Public Works Department by performing various data entry and manipulation to create, maintain, display and update a comprehensive geographic and/or “as built” information, drawings and/or mapping system of City infrastructure (e.g. streets, water, wastewater, utilities, storm, drainage, facilities, etc.) and parcel mapping, and/or performs Computer Aided Design related to engineering projects and mapping.

ESSENTIAL DUTIES:

  • Performs duties necessary to support the Public Works Department by performing various data entry and manipulation to create, maintain, display and update a comprehensive geographic and/or “as built” information, drawings and/or mapping system of City infrastructure (e.g. streets, water, wastewater, utilities, storm, drainage, facilities, etc.) and parcel mapping, and/or performs Computer Aided Design related to engineering projects and mapping.
  • Performs duties to collect and maintain data from various sources and translate it into information that can be integrated into GIS and/or AutoCAD. Duties include, but not limited to, conducting research by communicating with various persons, organizations, and reading maps, blue prints, plats, land surveys and technical drawings to achieve accurate design and layout.
  • Responsible for preparing reports related to engineering projects and infrastructure, to include maps, graphs, tables, and other related items by updating necessary layers, data sets and related databases. Duties include, but are not limited to, tracking costs and infrastructure details, field evaluations for various departments, and assisting with annual budget process related to utility projects.
  • Performs duties to maintain and track inventory, to include usage, obtaining quotes, purchase orders and stock.
  • Responsible for water and sewer line locates.
  • Performs additional duties as assigned.

 KNOWLEDGE/SKILLS/ABILITIES:

  • Must exhibit attention to detail, accuracy, and safety.
  • Must be able to communicate and present oneself in a professional manner.
  • Ability to read and interpret deeds, land and property descriptions, easements, right-of-way access, as-builts, construction plans, sketches, digital maps and other related information.
  • Ability to perform or learn basic mathematical equations related to area, distance, perimeter, etc.
  • Ability to write reports, inventories, logbooks, purchase orders and work requests.
  • Ability to establish and maintain effective working and professional relationships with City employees and officials, and the general public.
  • Ability to take and follow oral instructions.
  • Ability to work under high demands, short time constraints, and pressure of a fast-paced work environment
  • Ability to read and interpret geography terms, legal descriptions engineering, construction and aerial to describe location and distribution of land, water and air masses including physical locations, relationships and characteristics.
  • Ability to create maps and other related spatial data.
  • Knowledge of and ability to accurately use Microsoft Word and Excel, AutoCAD, ERSI, GISP and/or other types of GIS and Computer Aided Design platforms to perform essential duties

 REQUIREMENTS:

  • Bachelor's Degree preferred , Associate Degree required in related field
  • ESRI or GISP certification required or be in the process of obtaining the certification (proof will be required)
  • 3 – 5 years related experience in Computer Aided Design, Drafting or related field are required
  • Government and/or utilities work related experience in Computer Aided Design, Drafting or related field are preferred.
  • Must possess a valid Florida Class E driver license.
  • Must pass applicable pre-employment testing and background checks

Equipment Operator 1
The City of Avon Park is accepting applications for a full-time Equipment Operator 1

ESSENTIAL DUTIES:

  1. Assist in the implementation of construction, maintenance, and operation activities designed to provide quality street and drainage services.
  2. Inspects and/or repairs streets, drainage systems and storm sewer systems at frequent intervals to ensure all aspects of the systems are functioning properly.
  3. Operates street sweeper.
  4. Responsible for the care and replacement of plants and trees, to include but not limited to raking, pruning, mulching, clearing, planting, minor irrigation installs and repair, mowing, weeding, edging and painting.
  5. Responsible for safely using and proper care and maintenance of all tools and equipment necessary to complete projects, assignments and/or tasks.
  6. May assist sign maker in making and placement of signs.
  7. Maintain City signs.
  8. May be assigned to remove and dispose of deceased animals
  9. Performs required labor involved in construction and maintenance projects as part of a crew, including pavement cutting, ditch digging, manhole and line cleaning, main and pipe repair, laying and backfilling.
  10. Drives trucks of various sizes and weights in the loading, unloading, and hauling of various equipment, gravel and sand, including mechanized broom, jetter/inductor truck, or backhoe/loader.
  11. Insures proper maintenance of equipment by checking and cleaning after use
  12. Duties may include cleaning public restrooms.
  13. Performs additional duties as assigned.
REQUIREMENTS: 
  • High School Diploma or General Education Degree (GED) required.
  • Must possess a valid Florida Class E driver license.
  • Three (3) years related experience and/or an equivalent combination of education and experience.
  • Must pass applicable pre-employment testing and background checks.

Line Maintenance Tech II
The City of Avon Park is accepting applications for a full-time Line Maintenance Tech II

This is a journey level position with work in the installation and maintenance of the municipal water distribution and wastewater collection systems.  Employees in this class are engaged in the construction and repair of water and wastewater mains and attendant devices.  Work includes connection of fittings, excavation for the installation of lines, placement, removal and minor repair to water meters and the testing of water pressure as required

  • Lays water main; installs hydrants, valves, fittings, clamps and      sleeves, and responsible for the more difficult repairs; flushes lines; backfills around pipes.
  • Operators all necessary heavy equipment such as boring and jacking      equipment, trencher, and other related equipment, may operator backhoe.  Must be able to operator heavy equipment to include dump trucks, jet rodder, tapping machine      equipment, trencher, backhoe, pow-r-mole (boring) machine, vac-truck and      other related equipment.
  • Learn to read water main blueprints t assist in selecting proper fittings and materials for the project; measures for lengths of pipe necessary.
  • Cuts and bevels pipes; threads pipes.
  • Considerable knowledge of the methods, materials, practices and tools required for pip, main, service and water meter installation, testing and repair.
  • Knowledge of the water distribution and wastewater collection system including mains, hydrants, water meters and lift stations.
  • Skill in the use of pipefitting, plumbing and pneumatic tools.
  • Ability to read and understand blueprints.
  • Ability to work independently without direct supervision.
  • Ability to troubleshoot such as testing faulty meters and locating leaks.
  • Ability to understand and follow oral and written instructions.
  • Ability to establish and maintain effective working relationships with co-workers, other City employees and the general public.
  • Ability to perform heavy physical manual tasks for extended periods, often in adverse climatic conditions.  Task involves the regular, and at times sustained, performance of heavier physical tasks such as walking over rough or uneven surfaces, bending, stooping, working in confined spaces, and lifting or carrying moderately heavy (50 pound) items and occasionally very heavy (100 pound or over) items.

Performs all other associated duties in regards to the installation, maintenance of water and sewer lines/attributes and other associated services provide by City.

Line Maintenance Tech I

This is a entry-level position with work in the installation, repair and maintenance of the city’s water distribution and wastewater collection systems.

At the fully competent level, employees in this class perform a variety of semi-skilled tasks in installing, maintaining and repairing water mains, sanitary sewers, and other work in connection with the water and wastewater systems. Employees operate a variety of machinery and equipment in performing work assignments.

Must have the ability to perform manual labor tasks in the installation, maintenance and repair of water/sewer lines, fore hydrants, valves and other related systems or elements.

Waste Water Plant
Operator C
The City of Avon Park is accepting application for a full-time Waste Water Plant Operator C
 performs duties necessary to support the Water Division to ensure the proper operation and maintenance of the water treatment systems and equipment within the appropriate Federal and State regulatory guidelines.  

ESSENTIAL DUTIES:

  1. Prepare log sheets: change chart and recording sheets on flow recorders
  2. Inspect motors, bearing, and gear boxes for overheating and proper lubrication.
  3. Collects samples of water/wastewater at various stages of processing, performs lab test on same, and records data collected.
  4. Maintains equipment, process tanks, building, and grounds in a clean and orderly manner.
  5. Preforms mathematical calculations on collected data; calibrates continuously recording instruments; enters collected data into computer data base.
  6. Manually operates valves to set up a wide variety of flow schemes to preform pumping and equipment functions.
  7. Works in confined spaces or hazardous areas
  8. Lifts medium- heavy objects, climbs ladders and stairs
  9. Prepares and maintains regulatory records
  10. Ability to maintain dual certification from FDEP in Water and Wastewater Treatment

 Required:

  • Dual FDEP Certification in water and wastewater treatment
  • High School Diploma or General Education Degree (GED) required. 
  • Must possess a valid Florida Class E driver license.
  • Two (2) years related experience and/or related water/ wastewater operation.
  • Must pass applicable pre-employment testing and background checks.
